Shanghai is experiencing an unprecedented tourism boom, largely propelled by a significant surge in visitors from key Asian markets. Bolstered by relaxed visa policies and targeted promotional efforts, the city has firmly re-established itself as a premier destination, surpassing pre-pandemic visitor levels.

In the first four months of 2025 alone, Shanghai welcomed 2.6 million international arrivals, marking a robust 37.1% year-on-year increase. Foreign nationals accounted for a remarkable 61.9% rise in Q1 2025 compared to the same period in 2024, demonstrating the efficacy of recent initiatives.

Leading this resurgence are tourists from South Korea, Japan, and Thailand, which were Shanghai’s top three inbound markets in Q1 2025. Thailand saw an astonishing 242.75% increase in visitors, followed by South Korea at 142.37%, and Indonesia with a substantial 118.51% growth. Other Asian nations like Malaysia and Singapore also contributed significantly to this upturn.

The robust growth is directly linked to China’s continuous optimization of its visa-free policies. Since December 2023, China has expanded visa-free entry to citizens of 43 countries and extended visa-free transit to 240 hours for 54 countries. This, coupled with enhanced services such as improved payment systems, multilingual support, and streamlined customs procedures, has made Shanghai more accessible and appealing to international travelers.

Retailers are directly benefiting from this influx, with inbound tourist spending during the 2025 Labour Day holiday hitting $63.39 million (RMB 455 million), a staggering 211.6% increase year-on-year. Many foreign visitors, particularly younger travelers aged 20-35, are keen on exploring Chinese brands in fashion, designer bags, IP-driven toys, and food, with some popular restaurants and shops reporting a higher proportion of international customers during peak hours.

Looking ahead, Shanghai has outlined a comprehensive three-year action plan (2025-2027) to further solidify its position as China’s primary inbound tourism gateway and a world-renowned tourist city. This plan includes developing world-class theme parks, such as the upcoming Legoland Shanghai Resort and a Harry Potter theme park, establishing an international cruise tourism resort, and integrating cultural experiences with tourism offerings. The city is also embracing smart tourism solutions, leveraging AI, metaverse, and blockchain technologies to enhance visitor experiences.

The ongoing “Shanghai Summer” International Consumption Season, launched in July 2025, further aims to attract global visitors with over 300 initiatives, including discounted flights, multilingual apps, and curated travel routes. With continued focus on accessibility, cultural immersion, and technological innovation, Shanghai is poised to maintain its trajectory as a leading global tourism destination, with Asian markets at the forefront of its remarkable growth.
